Announcement about changes in PAF licence arrangements

On 1st September 2006 the Royal Mail changed the way PAF® is licenced. That followed an extensive consultation period. All existing reseller contracts have been terminated giving 3 years notice and thus effective 31st August 2009. New licencing arrangements and pricing models are to be phased in over a three year transition period and it is planned that by 1st September 2009 all PAF® licencing will be based on the number of users (banded) and the specific type of application(s) in which postcode data is utilised/accessed. New licence fees will be effective from 1st September 2008, with further changes to come in September 2009.

How a postcode works

A postcode is split into two parts an outward code and an inward code.

E.g. our postcode EH22 3NX, EH22 is the outward code which tells the Royal Mail which delivery office the mail has to go to, 3NX is the inward code this combined with the building name or number gives the Royal Mail the location of the delivery point.

EH - The postcode area, there are 124 in the UK

EH22 - The postcode district, there are approximately 20 postcode districts in an area.

EH22 3 - The postcode sector, there are approximately 3,000 addresses in a sector.

EH22 3NX - The postcode unit, there are 15 addresses on average per unit.

What do you want to do?

I want a database of Postcodes for planning a direct mail campaign.
Order the PAF® Post Office address file. This is a listing of the 2.1 million postcodes in the UK and the 26 million addresses that they cover. Typically provided as a comma seperated (csv) text file with all the various columns such as street, town, postcode and so forth. Most users have the listings by postcode, i.e. one record per postcode with a house number range, but by address is possible and more suitable for a mail merge.

I need a database of Postcodes but with National Grid locations as I want to work out distances between Postcodes.
Order the PostZon® file, also PAF® if you want full addresses. PostZon contains grid references to the nearest 100 metres for most postcodes other than P.O. Boxes. You also get details of the Ward, Health Authorities, etc that the Postcode falls into. We can also provide a file that has Latitude and Longitude as extra fields.

What type of licence do I need?
Use of PAF® based data is governed by Royal Mail Licence terms and conditions. All customers are required to hold a Royal Mail Licence with fees paid annually according to the level of postcode data utilised and the number of end-users with access.
Per User: A per user licence is required for every PC that holds or has access to the data.
System: A system licence is required for more than 14 users accessing a single copy of data on a network within a single organization.
Can also be purchased for using data on the web (see below).

Multi-System: A multi-system licence enables unlimited users to use unlimited copies of the data on unlimited sites within a single organization. Please contact us for price details for a multi-system licence.

I want to use the Postcode Database in my publicly accessible website.
You need the PAF® file and/or PostZon® files, but you also need a Royal Mail web use licence. For the per click option blocks of transactions are sold in advance and transaction management software must be in place to report the number of transactions to the Royal Mail via XYZ, an internet system licence is also available giving you unlimited transactions in the year. The internet system licence is more economic if you expect 250 000 or more look-ups in a year (based on the PAF file).

Postcode Address File (PAF®)

The PAF can provide tabular data for about 27 million unique postal addresses and over 1.5 million unique postcodes in the UK.

Possible uses:
• Address verification
• Business mailings

Output:

Output available by either address or postcode

• By address with one record for each individual address
• By postcode with one record per complete individualised postcode

Attributes:

• Organisation (i.e. company name)
• Name of premise and / or house number
• Street
• Locality (e.g. Dalkeith)
• Post town (e.g. Edinburgh, which is the Post town where the sorting office is for Dalkeith)
• County
• Postcode
• Address Type - Residential, Business, or Large User

For output by postcode, one further attribute is available which gives the number of delivery points at the postcode (i.e. how many premises share that postcode)

PostZon File

PostZon is the Royal Mail brand name for the Postcode with a Grid Reference. There is data for over 1.5 million unique postcodes in the UK. The data comes in tabular format with attributes such as its National Grid reference, or it is available as GIS data points which includes the tabular information as attributes. The National Grid reference is at an accuracy to the nearest 100 metres.

Possible uses:

• Geocoding
• GIS analyses
• Addition of new addresses
• Existing address verification

Output:

As tabular data or GIS points. There is one record (i.e. point reference) per postcode.

Attributes:

• Postcode
• Grid Easting (rounded to 100 metres)
• Grid Northing (rounded to 100 metres)
• Electoral ward name & reference number.
• NHS strategic health authority name and code

XYZ Maps Interactive Postcode Look-up Service

This is especially appropriate for the person or organisation with the occasional need to look-up postcode data, where there are a large number of potential users within the organisation, or where there aren’t the appropriate technical skills to be able to interpret and work with the large Royal Mail data files.

In a dedicated section of our web site, you will be able to register for this service, receive your user name and password, pay the sign up fee and be allocated an initial batch of 1,000 look-ups. This means that anyone in your organisation can be given access without you needing to worry about per-user licences, etc. On the web site users can enter a postcode and receive back the National Grid reference and / or the full address information as they prefer. Once your initial batch of look-ups runs out, it is a simple process to purchase additional blocks of 1,000 look-ups. There is no need for you to worry about annual renewals, quarterly or annual updates, etc as we maintain the database and deal with all of those issues.
